I say that if you have inactive users that have created fighters you should still have them fight and instead of giving them a contract you just notify them that they are going to be fighting, it's their fault if they aren't playing. Plus since we don't get waves of members the inactive members can fight the new members. If the new members were to fight us and we've already trained they wouldn't have much of a chance. I think it's a logical choice unless the inactive members don't even have fighters or they officially retire their fighter..
